Yes! Thousands of people in California currently earn a living, in whole or in part, by engaging in the systematic collection of discarded scrap metal, and delivering it to the metal-shredding plants. Many of these are minority residents of low-income communities. Not only does this activity benefit the public at large (in keeping scrap metal from piling up in streets, alleys, and vacant lots), but it is also an important part of the supply chain in the state’s metal-recycling process. If our metal-recycling capacity is curtailed or closed down, not only would this scrap metal not be collected, but the livelihoods of thousands of low-income and minority Californians would disappear.
